Honorable Mutahi Kagwe is the Cabinet Secretary for Health in the Republic of Kenya. He replaced Sicily Kariuki who was moved to the Water and Irrigation docket. He took his oath of office on Friday, February 28th, 2020.
Kagwe was born and brought up in Mukurweini in Nyeri County. He attended Kihate Primary School and sat his O levels at Kagumo High School.
After High school, Kagwe joined University of Nairobi where he studied Insurance Law before furthering his education at the United States International University USIU, where he undertook a Masters in Business Administration MBA.
Mutahi Kagwe away from politics is a businessman. Before venturing into politics, Kagwe worked in media between 1987 and 1989 at the Standard Group’s advertising department.
In media, he rose to the position of commercial director at the media house before launching a small independent publishing house and later a public relations company.
Mutahi Kagwe was born and raised up in Mukurweini, Nyeri county in 1958.
In 2002, Mutahi Kagwe took a plunge into politics, becoming Mukurwe-ini Constituency Member of Parliament on a National Alliance Rainbow Coalition (Narc) party ticket. During that term, he served as the Chair of the Parliamentary Committee on Finance, Trade, Tourism and Planning.
His biggest break came in 2005 when former President Mwai Kibaki appointed him to his Cabinet as Minister for Information Communication and Technology (ICT).
As the ICT Minister, he changed forever how Kenyans communicated with each other and the rest of the world. During his tenure, Kenya ditched satellite technology and embraced Fibre Optic Cables that would see a drastic drop in call tariffs and increase in internet speeds.
It was also during his tenure that Safaricom’s M-Pesa was launched, the first-ever mobile money transfer system in the world.
As Cabinet Minister he spearheaded the construction of the transformational East African Marine System (T.E.A.M.S) – The first Fibre Optic Project for Eastern Africa. It was during his term as Cabinet Minister that Kenya launched ‘Mpesa,’ the world’s first ever money transfer system. As Senator, his credits include the championing of “The Best Classroom,” an Early Childhood Education program that aspires to promote the quality provision of ECDE nationwide. He is also credited with having sponsored the Cyber Security and Protection Bill in the Senate of Kenya.
He has many professional memberships including, the Marketing Society of Kenya, the Kenya Institute of Management, the parliamentarian network of the World Bank, and the commonwealth parliamentary association.
Outside of politics he has held and continues to hold many positions including, Chairman of several corporate boards. He is also the former Multimedia University Council Chairman.
In 2007, he disappeared from active politics after losing his Mukurweini seat to Kabando Wa Kabando. For the next five years, he stayed out of the public limelight but made a comeback in 2013, this time running for Senate on a Narc party ticket.
He won the seat, becoming the first Senator for Nyeri County and chairing the Senate Committee on Information and Technology as well as serving on the Senate Committee of Finance and Budget and the Liaison Committee.
In 2017, he gunned for the Nyeri gubernatorial seat, battling it out with former Governors Samuel Wamathai and Wahome Gakuru for the Jubilee Party ticket.
After being edged out by his opponents, he again put aside active politics.
He stayed away from the public limelight for the next two years until October 2019 when he was appointed to the board of the Energy and Petroleum Regulatory Authority (EPRA).
His appointment came at the expense of Dr Macharia Irungu, whose position was revoked by Cabinet Secretary for Energy Charles Keter.
In March 2020 he led Kenya to fight war against Corona virus during the worldwide outbreak of covid-19.
