Government finally releases free Education Capitation to schools

The Ministry of Education has finally released free education money to schools 2019.  Announcing the disbursement, Early Learning and Basic Education Principal Secretary, Dr Belio Kipsang, said the  Ministry has  released 50% of Free Education Learning Funds to public schools through the National Education Management System, NEMIS.

The National Treasurer Cabinet Secretary, Henry Rotich, had promised that the funds were to hit schools’ accounts in the course of the week.

Dr. Kipsang said:

the released funds make up the kshs36 billions that the Government had set aside to run Subsidized Learning in all Public Primary and Secondary Schools.

 

This means the Secondary schools have received about Kshs 11,122 per learner; for the total number of learners captured via NEMIS.

Kipsang had earlier indicated that the Government had allocated a total of Kshs 36 Billion for the first tranche. Of this amount, Kshs 30 billion is for Subsidised Secondary Education, while Kshs 6 Billion is for Primary Schools. Kipsang noted that schools which had not submitted their details via NEMIS will not receive the capitation until they update the data. The Ministry, last week, released a list of 500 schools that had not updated the details.

Schools were expected to provide their bank account details, for Tuition and Operations accounts, onto the NEMIS.

The government releases the capitation in three ratios of: 50% (Tranche one), 30% (Tranche two) and 20 % (Tranche Three).
